One Window Service Offices Platform to Enhance Accountability (OWSO PEA)

USAID/Cambodia has awarded Nickol Global Solutions (NGS) its first prime contract – the three-year, $3 million One Window Service Offices – Platform to Enhance Accountability (OWSO-PEA) Activity. Supported by local partners InSTEDD iLab Southeast Asia and Advocacy and Policy Institute (API), NGS will lead the OWSO-PEA Activity, which aims to increase the capability of civilsociety to engage in political processes. The award is part of USAID’s Small Business Applied Research (SBAR) pilot, a field-based initiative that establishes a streamlined and unique pathwayfor the Agency to expand its access to U.S. small businesses for solutions to some of the world’smost daunting development challenges.

InSTEDD

Task Order 1: InSTEDD will provide personnel to carry out technical, management, and operational support for the start-up activities and base year of the OWSO-PEA project, including strategic planning; start-up in Battambang province; support of work plan and project learning mechanisms; and provide analysis of Battambang landscape review and stakeholder analysis.

Task Order 2: InSTEDD will provide personnel to carry out technical, management, and operational leadership and support for to design and pilot two tech solutions: an Integrated Voice Response (IVR) and a Facebook Chatbot function. Both are to collect, aggregate, and share information about the cost and requirements for OWSO services; provide users with a feedback mechanism to assess services; and collect information from users, which will both support transparency and will allow the NGS team to continually improve responses of the interactive chat platform and other components.

Task Order 3: InSTEDD will provide personnel to carry out technical, management, and operational leadership and support to continuously iterate on and scale two tech solutions: an Integrated Voice Response (IVR) and a Facebook Chatbot function. Both are to collect, aggregate, and share information about the cost and requirements for OWSO services; provide users with a feedback mechanism to assess services; and collect information from users, which both support transparency and will allow the NGS team to continually improve responses of the interactive chat platform and other components. In addition, in January 2021 InSTEDD will launch an online dashboard for the public to more effectively monitor interactions and improvements of the services provided at the OWSOs. InSTEDD will work on making the aforementioned tech tools live in two new provinces (Siem Reap and Banteay Meanchey) by January 2021.
