Cloudburst is an international development consulting firm that provides a variety of services such as technical assistance, research and evaluation, and capacity building. Founded in 2003, Cloudburst has worked with over 50 countries on a variety of development projects.

USAID is the United States government's principal foreign assistance agency, responsible for providing economic, development, and humanitarian assistance around the world. Established in 1961, USAID works to reduce poverty, increase economic stability, and promote democracy.

The purpose of this Local Organization-Movement Towards Self-Reliance Activity is to increase treatment organization capacity to protect against external closing space threats and organizational vulnerabilities that impact resiliency in Cambodia. USAID has awarded Cloudburst this Definitive Contract to implement this project, with a goal of increasing the capacity of local organizations in the country.
